As far as qualifications for jobs (that someone brought up), Bush wasn't qualified for his, so of course he wouldn't think that any experience would be necessary on any other job.
Just look at "Great job, Brownie" and see how qualified he was to handle FEMA during Karina. You see, Bush has appointed others with even less experience in other positions.
