Yes. If we survive and progress to the point where space is indeed the frontier, we're working at terraforming other planets, a significant population extraterrestrial - those conditions would push at least a Union of World Governments into being.

Yep. I see this as really the only viable way for it to happen any time soon. Specifically when those other worlds/space communities begin to gain independance or just develop a reasonably different culture. They would then become the "other" group. Until there is another "other" group we wont have world government.

Far more likely in the mid-long term future are several large governments or bloc's swallowing up lesser nations into a multipolar world. EU, some north american cooperation, AU, etc. They will most likely form as a result of economic cooperation (as the EU did) and slowly evolve into a political and military entity.
